Continuing to move ahead significantly is the International Cosmetics (Asia Pacific) Joint Development Centre (ICJDC).
Established in Hong Kong in early 2004, the centre has developed close partnerships with the China Association of Fragrance Flavour and Cosmetic Industry together with China Standardization Technology Committee of Fragrance Flavour & Cosmetics and is authorised as its agent in handling licensing issues of cosmetic products.
With an expectation of consolidating better understanding towards rules and regulations among cosmetic enterprises, suppliers of raw materials, cosmetic chemists, and cosmetic practitioners, ICJDC was established to employ its wide range of expertise in understanding and advising on authoritative guidance on regulatory requirements and product licensing while providing consultancy on technology development and support, quality control and monitoring as well as credit insurance.
Meanwhile, ICJDC achieves full support from the School of Chemical & Material Engineering, Southern YangTze University, Hong Kong Society of Cosmetic Chemists, CMA Testing and Certification Laboratories, Dr Chan Man-chor from the Department of Chemistry, The Chinese University of Hong Kong, Dr Yeung Lam-lung from the Department of Chemistry, The Hong Kong University of Science and Technology, and several local and overseas experts including world-renowned scientists and professional organisations in the industry.
ICJDC will strive to promote the overall quality and level of technology in the industry, introduce advanced technology and innovative strategies through information platforms and continuous education to enhance immense strides to be made in the market.
As an international integrated information centre of cosmetics, International Cosmetics (Asia Pacific) Joint Development Centre not only provides professional advice on regulatory requirements, but also manages a full range of services particularly focusing on registration of raw materials and ingredients, quality control and testing, product development, endorsement of existing and new raw materials and ingredients, and guidance on production (Table 1 shows roles and activities).
Under CEPA and WTO, ICJDC targets to create more business opportunities for the participants in the cosmetic industry and improve the overall performance. Efforts will be made in selecting goodquality raw materials for manufacturers and allowing overseas suppliers to tap into the Mainland market. Moreover, ICJDC will continue to focus on promoting product development and academic research, strengthening the ties with overseas professional organisations in the cosmetic industry, and offering a professional platform useful for both industry practitioners and the general public.
