Aiming to boost Hong Kong development

As in many other developed areas, there is a huge variety of cosmetic products in Hong Kong, and despite its small manufacturing sector, Hong Kong has seen rapid growth in cosmetic industry in recent years, says the Hong Kong Cosmetic Technical Resources Centre (HKCTRC).

Increasing domestic export and re-export trades, further mainland China market liberalisation exclusively for Hong Kong following the Closer Economic Partnership Arrangement (CEPA), and the tariff rate applied to non-Hong Kong made cosmetic products, together create a platform for the territory to have a competitive edge in the cosmetics business.

In this special region, most cosmetics companies are traders who act as agents of foreign brands and sell in the region, particularly in mainland China. The unrivalled position of Hong Kong as a place to invest – it has low and simple taxation, well-established intellectual property protection law, and an absence of trade barriers – creates a good business environment for cosmetics merchandise.

Despite the outstanding soft and hard infrastructure for scientific and technological excellence, Hong Kong has limited expertise and professional technical support for the cosmetics industry. The increasing demand concerning these aspects explains the establishment of the HKCTRC, which is jointly founded by CMA Testing and Certification Laboratories (CMA Testing) and the International Cosmetics (Asia Pacific) Joint Development Centre.
