Despite the outstanding soft and hard infrastructure for scientific and technological excellence, Hong Kong has limited expertise and professional technical support for the cosmetics industry. The increasing demand concerning these aspects explains the establishment of the HKCTRC, which is jointly founded by CMA Testing and Certification Laboratories (CMA Testing) and the International Cosmetics (Asia Pacific) Joint Development Centre.
