The purpose of this article is to review the recent amendments that have been made to Regulation (EC) No 1223/2009 from 2015 up to the present time.
It follows on from the article that appeared in the March 2015 edition of Personal Care Europe1 that reviewed all the amendments up to the end of 2014. It also looks at the draft regulation that the European Commission intends to implement for substances which are carcinogenic, mutagenic or toxic for reproduction (CMR). The article concludes by looking at the United Kingdom government’s intention to ban the use of plastic microbeads in rinse off products and the Cosmetic Commission of the German Federal Health Office’s interpretation of technically unavoidable levels of heavy metals.
Commission Regulation (EU) 2015/1190
The entry in annex III for thioglycolic acids and its salts (annex III, entry 2a) was amended to allow its use in products for eyelash waving and depilatories. The use of thioglycolic acid and its salts for eyelash waving is restricted to professional use only. There were nine new entries in annex III for hair dye substances: HC Blue No 17 (entry 288); HC Blue No 15 (entry 289); Acid Green 25 (entry 290); Acid Violet 43 (entry 291); 2-methoxy-methyl-pphenylenediamine and 2-methoxy-methylp-phenylenediamine sulfate (entry 292); hydroxyanthraquinone-amino-propyl methyl morpholinium methosulfate (entry 293); Disperse Red 17 (entry 294); Acid Black 1 (entry 295); and Pigment Red 57 (entry 296).
