This article aims to describe how hair dye colorants and hair dye products are regulated by regulation (EC) 1223/2009. It looks at the strategy that has been adopted to ensure that hair dye products are safe to use.
Strategy
In April 2003 the European Commission agreed with Member States a strategy to evaluate the safety of hair dyes and to regulate them within the cosmetics directive 76/768/EEC. The need for a strategy was decided upon after publication of two opinions of the Scientific Committee on Cosmetic Products and NonFood Products intended for Consumers (SCCNFP).1,2 The first opinion adopted in June 2001 evaluated the scientific paper by M. Gago-Dominguez et al on ‘Use of permanent hair dyes and bladder cancer risk’.3 The Scientific Committee on Cosmetic Products and Non-Food Products concluded that the study was well conducted and that there was a potential risk of the development of bladder cancer from the use of permanent hair dyes. The second opinion ‘Assessment Strategies for Hair Dyes’ recommended a strategy for the assessment of the safety of hair dyes.
