Preparation:

1. Disperse and hydrate Carbopol® 940 in phase A water. Once hydrated add TEA and mix until uniform gel is obtained. 2. Dissolve PVP in phase B water. When it is dissolved, add the rest of phase B ingredients. Mix well. 3. Add phase B to phase A, mix until uniform gel is formed. 4. Add phase C and phase D individually. Mix until uniform.
