The ASEAN Cosmetics Association is a cosmetic manufacturing association working on a voluntary basis for its industry members in Indonesia, Thailand, Singapore, Malaysia and the Philippines.
The ACA, which was founded in 1997, has been proactive in working closely with its members as well as collaborating and supporting the regulatory agencies to put in place, and assist with, the implementation of the ASEAN1 Cosmetic Directive – ACD. With a market of approximately 600 million people, ASEAN are a very important player in global trade with a high potential for future growth. As such, ACA approached the ASEAN government and proposed harmonisation of regulations to ensure that consumers in ASEAN are provided with safe, good quality cosmetics and at the same time eliminate unnecessary requirements that can hamper their movement in the region. In 2003, the governments of the ten ASEAN member countries signed the ASEAN Harmonized Cosmetic Regulatory Scheme. This directive came into force on the 1 January 2008 and the grace period for existing products finished at the end of 2010. Current ACA association members are:
• PERKOSMI – from Indonesia
• FMMCT – Federation of Malaysian Manufacturers Cosmetics and Toiletries Industry Group
• CCIP – Chamber of the Cosmetic Industry of the Philippines Inc.
• TCMA – The Thailand Cosmetics Manufacturers Association
• CTFAS – Cosmetic Toiletry and Fragrance Association of Singapore
These associations have been working on training their members in each country to understand the new ACD regulations and to assist members where necessary with problems they encounter. Every two years a different country is elected as head of chair and president of the ACA committee. For the term of 2009-2011, Singapore has been the driving force behind the Association with Mrs Le Chau Giang serving as president, Dr Alain Khaiat chairman of the board of trustees and secretary, Ms Pamela Jones. Elections will take place on 20 June this year for a new president, where it is expected Malaysia will take up this position to serve ACA and continue with the excellent work for the coming years of 2011-2013. During 2009-2011, president Mrs Le Chau Giang was able to lead ACA to its next level by introducing a new vision, mission and strategy, which was outlined in the previous edition of Personal Care Asia Pacific magazine. This new direction is to ensure ACA becomes an internationally recognised association and will allow ACA to enhance its services to its members.
