EU to outlaw seven INCI cosmetic ingredients from December

The European Union has published a list of seven ingredients with INCI names to be banned in cosmetic products from 1 December 2023.

In total, Commission Regulation 2023/1490 prohibits 30 substances classified as carcinogenic, mutagenic and toxic to reproduction (CMR).

The seven ingredients with INCI names are as follows:

  • Azadirachta Indica Bark/Seed Extract
  • Benzophenone
  • Melamine
  • Pentasodium Pentetate
  • Pentetic Acid
  • Theophylline
  • Trimethylolpropane Triacrylate

In addition, salts of 2-ethylhexanoic acid (INCI: Zinc Ethylhexanoate) has been outlawed for use in cosmetics unless authorized by Annex VI to Regulation (EC) No 1272/2008.
